At All About Insurance, we’ve been getting a lot of calls lately from homeowners asking the same question: “Does my homeowners insurance cover flood damage?”
We get it. Storms roll in, water creeps up, and your first instinct is to check your insurance. But here’s the simple truth:
Flood damage is NOT covered by a standard HO3 homeowners insurance policy.
Unless you’ve purchased a separate flood insurance policy—either through FEMA’s National Flood Insurance Program (NFIP) or a private carrier—your home is not protected against flood.
Let’s break that down a bit further.
What Counts as a Flood?
In the insurance world, a flood is defined as rising water from the outside in. That includes:
-
Water from overflowing rivers or lakes
-
Heavy rain pooling around your foundation
-
Flash flooding from storms
-
Surface water that enters your home
If the water starts from the ground and moves upward into your home, it’s considered flood—and that means you must have flood insurance in place to file a claim.
What About Rain Damage?
Many callers will say, “It was just rain—shouldn’t that be covered?”
It depends. If wind-driven rain damages your roof or windows and water enters your home as a result, that might be covered under your homeowners insurance. But if heavy rainfall leads to rising water outside your home that seeps in or floods your basement, that’s flood—and it’s not covered without a flood policy.
When in Doubt, File the Claim
Every situation is a little different, and we always recommend erring on the side of caution. If you’re unsure about the source of the water damage:

The Bottom Line
Don’t wait until a flood happens to find out you’re not covered. Most flood policies have a 30-day waiting period, so plan ahead.
According to FloodSmart.gov, just one inch of floodwater can cause up to $25,000 in damage — which is why having a separate flood insurance policy is so important.
